In Part 1 of this series, I detailed a possible increase in the tax Caddo Parish property owners now pay our Caddo Parish Sheriff’s Office (CPSO).

Should an increase occur, the tax would rise from 13.15-mills to 13.41-mills.

The increase at issue would be accomplished by a “roll forward” of the existing CPSO tax, about which Sheriff Steve Prator has scheduled a July 25th public hearing.

Although the sheriff notes he has yet made no decision to raise the tax by roll forward, he has the legal authority to do so under certain conditions.

Notably, and according to involved parish and state officials, such an increase necessarily awaits certain data which will not be available for several months.

If the 2017 reassessment, now underway, results in an increased value of all parish property, as compared to 2016, a roll forward by CPSO could then occur.

According to Caddo Parish Tax Assessor Charles Henington, that 2017 reassessment of parish property values will not be finalized and available to parish taxing authorities until November.

Detailing these tax roll forward laws and regulations is a report by the Louisiana Legislative Auditor (LLA) – “Setting Millage Rates, Updated January 2017” (SEE link below).

On Page 2 of the report, the LLA states …

“Roll Forward only occurs when the taxable property value increases at reassessment.”

In fact, for the whole of Caddo Parish, the total “taxable property value” dropped between 2015 and 2016 … from $2,097,808,519 down to $2,087,956,114.

It is the LLA which must certify that all legal requirements have been met before any roll forward by any taxing authority in Louisiana goes into effect.

As for other parish taxing authorities, the Caddo Parish Commission acted on June 8th to set its property tax rates, and did not vote to roll any tax millage forward.

(Earlier, the Commission tried a back-door roll forward of some millages as a part of the list of increases and extensions that Caddo voters defeated in an April 29th election.)

In May, on the other hand, Shreveport City Council members did roll forward the city’s property tax rates. Henington confirmed that such was legal because, unlike Caddo Parish, the total value of Shreveport (citywide) property has annually increased in recent years.
