KEN EPPERSON’S HAND-PICKED CADDO COMMISSION STAND-IN IDENTIFIED

My sources confirm that Janice “Kay” Proby-Waller, a retired parish employee, is ex-Caddo Commissioner Ken Epperson’s hand-picked successor.
Epperson is one of the key architects of the Caddo Commission’s self-pay scandal which has punished Caddo taxpayers for more than 20 years. He resigned from the Commission on December 31st to take a “job” at the Northwest Louisiana Veterans Cemetery.
Applying to the Commission for the interim appointment are 13 people. Owing to the nearly $1,900-per month (illegal) salary paid to Commissioners – legally, they can make no more than $1,200 per month – such a long line of would-be pols is no surprise.

Epperson is infamous in many ways, a notable one of which was his use of a one-term stand-in when term-limits forced him out. Thereby, in the 24 years beginning in 1992, honest Caddoans have been safe by virtue of his Commission absence only 4 years, from 2004 to 2008.
Given that Epperson is a devout and loud bad-government believer and practitioner, his exit from the Commission, and attempt to install Ms. Proby-Waller, should grab the attention of all honest Caddoans.
No offense to Ms. Proby-Waller, but having Epperson make personal calls on her behalf before the Commission door hit him in the tookus politically brands her, and certainly not in a good way.
Almost always, especially with a body as gutted by corruption as the Commission, interim picks are subsequently elected to the subject position.
The buzz caused by Epperson’s sudden and secret-for-weeks exit is louder now than ever. One version says he is a target of the feds in the GM Plant / Elio debacle. Another surmises that he knows his Commission gig was going to pay him far less (stolen) money in the future.
Regardless, it is a safe bet that he intends to totally control whoever takes his seat … just in case, if nothing worse.
