April 28th Vote: TYLER WILL SLAP 33% PREMIUM ON TAXES THAT PASS

Lest any reader wonder, NO … I am in no way surprised that Shreveport Mayor Ollie Tyler has confected another taxpayer abuse.

Surprised or not, I am far beyond sick and tired of being treated like a dimwit in and for Tyler’s continuing City Hall follies.

Thanks to the mayor’s disgust with transparency / accountability, two months have gone into confirming these details, with early voting on these six property tax hikes but a month away.

The best way to describe this particular hidden fact about Tyler’s tax hikes is:

… for each property tax voters approve next month, a 33% premium will be charged for 2018, due at the end of the year. (About 1-in-3 Shreveporters directly pay property taxes, but all may vote them on us.)

Worse yet, that one-third premium – for January, February, March and April 2018 – was designed-in by our mayor … and has not been disclosed to the public.

Worse, worse yet, the mayor is doing this with full awareness that these property taxes expired – “sunset,” ended, died, legally disappeared – on December 31, 2017.

The source for saying Tyler was fully aware is Tyler. In the Shreveport Times on February 16th, she wrote:

… “In 2017 the(se) taxes expired and we made the decision to only go out for the taxes when necessary and not before.”

Exactly: “Expired.”

Tyler engineered these ballot propositions to neutralize the 2017 expiration of these taxes. In so doing, she lays claim to the tax revenue for all of 2018, as if they had been approved in a vote sometime during 2017.

The tax was explicitly in force for the five years 2013, 2014, 2015, 2016 and 2017.

The choice of this election timing is Mayor Tyler’s alone.

When Tyler’s legal-eagles did their thing with the proposition language for these taxes, they used this wording for each:

… “(each subject property tax) is expected to be collected from the levy of the tax for one entire year, for a period of five (5) years, beginning with the year 2018 and ending with the year 2022.”

For whatever reasons, Tyler opted not to ask us to re-up these taxes before they expired last year.

Put as simply as possible, these property tax millages have not been legally in force this year.

Can Tyler produce attorneys to swear by her position? Of course she can. She would pay those attorneys with our money, just as the Caddo Commission uses our money to pay attorneys to preserve the illegal and unconstitutional CPERS retirement benefit for Commissioners.

Tyler, of course, offers no defense. Instead, one or more of her minions are “justifying” it by saying ex-mayors Hightower and Glover did the same.

There is no way to reconstruct that, but so what?! If true, we did not know it, no news media reported it (as is true this time), and it in no way alters how wrong they all were / are in doing it.

Long story short, no public official who respects long-suffering Shreveport property tax payers would ever do this, much less work to hide it from us.
